During humanity’s Golden Age, Vex structures were found on Venus dating back to a few billion years before humanity’s existence. Ishtar researchers suspected that the Vex ruins came from an alternate Venus and came into being when the Traveler transformed Venus into a habitable world.

No, there isn’t. Bungie deactivated the Lost Sector Difficulties for the Veles Labyrinth, and whenever it is on rotation (whether Master or Legend) it simply isn’t available.
